Andy Bartlett Joins Advent Assisting Police with OoCR Progamme Development

ELIZABETHTOWN, KY. (October 7, 2024) – 30-year police veteran Andy Bartlett is putting his extensive experience assisting forces with the development and implementation of OoCR programmes to work with Advent’s Diversion Manager team. Bartlett will be consulting with Crime Managers, Constables, Analysts and others to discover ethical pathways toward the reduction of demand and recidivism rates for low-level tier one offences incorporating the use of Diversion Manager.

Andy Bartlett has decades of experience in local policing, and investigations. He holds a master's degree in criminal forensic psychology and is currently pursuing a PHd. Andy has executed primary and secondary research in the areas of domestic abuse which has been published in Academia and the Policing Journal.

Andy Led the development and management of the Police Trauma informed approach to offender management for the Constabulary. He has also developed online Cognitive Behavioural Therapy (CBT) programmes to deal with ASB and low-level criminality, and perpetrator pathways that differentiate offenders based on offender typology and the risk characteristics that lead to domestic homicides. He has developed specialised risk assessments measuring levels of abuse by looking at the pattern of behaviour over time rather than focusing on a singular incident.

As Advent’s UK lead, Andy will provide forces guidance and expertise for the use of the Diversion Manager platform currently used by over 500 agencies. With a nearly 20 years of industry experience, this feature-rich web-based solution accommodates the automation and management of Out of Court Resolution programmes. Advanced workflow automates the registration, fee handling, curriculum, validation, and resolution processes - saving time, clearing caseloads, and reducing recidivism.

The Diversion Manager platform allows the creation of curriculums for participants that can include third party providers, live classes, apology letters, digital interventions or other conditions. Diversion Manager includes integration to Advent eLearning, 40+ evidence-based behaviour-changing digital interventions proven to lower recidivism and to provide a pathway to change.
